The decline followed a third consecutive day of Iranian consultations with Qatari mediators on Sunday. The discussions aim to end the U.S.-Israeli war on Iran, although no final agreement has been reached.
Talks Ease Fears of Further Disruption
Brent ended October at a six-month high. After that advance, signs that negotiations were continuing gave traders a reason to reduce some of the premium associated with the threat of further disruption.
Oil futures reflect expectations about future availability. If traders judge that a diplomatic agreement has become more likely, prices can fall before additional barrels reach refineries or shipping conditions improve.
Iran’s foreign minister said talks included a proposal to reopen the Strait of Hormuz within two days of a potential agreement with Washington. That timetable remains conditional on a deal.
Production Targets Leave Delivery Risks Unresolved
Seven OPEC+ producers, including Saudi Arabia and Russia, agreed on November 1 to keep December output targets at September levels. Their next monthly meeting is scheduled for November 29.
The decision sets planned production levels, but actual deliveries depend on operational capacity and access to export routes. Reuters reported that most Gulf participants were still producing well below their targets despite efforts to increase exports.
This distinction limits what diplomacy alone can achieve. Even if negotiations reduce the fear of escalation, buyers still need reliable cargoes. Freight costs, insurance cover, and the security of tanker routes influence how quickly conditions can normalise.
What Could Determine Oil’s Next Move?
The U.S. midterm elections on November 3 provide an immediate political focus. President Donald Trump has not ruled out further military action against Iran after the vote, leaving escalation risk in the outlook.
An agreement backed by verifiable improvements in shipping access could put further pressure on prices. Evidence of sustained exports would help investors assess how much disrupted supply can return to the market.
Conversely, failed negotiations or fresh attacks on energy infrastructure could restore the risk premium quickly. The response would depend on whether developments threaten physical deliveries beyond what traders already expect.
For oil markets, the next test is whether the fall in futures is followed by lower transport risks and steadier supply. Continued talks can influence sentiment, while evidence of improving deliveries would give the retreat a firmer basis.
